As the local authority for Powys, it was identified that Powys County Council's capacity to respond to change was a significant potential risk.
Powys introduced a development strategy to ensure it had the necessary capacity and capabilities to deliver its improvement agenda. This was a response to a series of recommendations amongst which was the introduction of effective leadership development programmes.
Working with over 300 candidates and building upon the success of a pilot training programme provided by the University of South Wales (USW) , the Council has invested in a full leadership and development programme with USW that included:
- accredited leadership and management,
- coaching and mentoring qualifications,
- the introduction of action learning sets,
- an in-house pool of coaches.
Developed to particularly address behavioural gaps in existing leaders as well as nurture and develop a pipeline future leaders, the ongoing programme enables leaders to adopt a more collaborative leadership style and facilitates greater reflective practice. It also helps engagement with other managers across function areas, encourages a greater willingness to delegate and increases insight into what will motivate fellow staff members.
Building an internal capacity for coaching and generating cross-silo dialogue and relationships encouraged managers to become more reflective practitioners. Participants are able to achieve an ILM Level 5 and Level 7 Leadership & Management and Coaching & Mentoring qualification. Some of them have also become advocates and helped embed a long lasting valuable learning and the development culture within the organisation.
